Thus, many people choose to seek treatment to help them make the changes they desire. Let’s say you stay within the recommendations of the Dietary Guidelines for Americans, which means one daily drink for women and two for men. Your drink of choice is a 5-ounce glass of wine, and you consume your allotted serving every day.
Maintain Limits on Days and Hours of Sale
Such efforts require resources and hence schools unable to finance fundamental education cannot be expected to take on extensive substance abuse curricula. California, Massachusetts, Arizona, Florida, and Oregon are examples of states that have made reducing tobacco use a statewide priority. If you have private health insurance, the federal Affordable Care Act fortunately requires coverage of substance abuse treatment, just as it does with other health conditions. (Though your deductible or copay may be steep.) Also, Medicare covers “reasonable and necessary” inpatient treatment; Medicaid coverage levels vary by state. In addition, several studies consistently have demonstrated that current excise taxes are substantially below the “optimal” level when one considers the external costs (i.e., costs borne by nondrinkers or moderate drinkers) of alcohol use. Pogue and Sgontz (1989) showed that the “best-guess” estimate based on their model was 51 percent of the net price of the beverage (i.e., price excluding tax), whereas Kenkel (1996) estimated the optimal tax should be around 106 percent of the net price. Two other studies (Manning et al. 1989; Saffer and Chaloupka 1994) suggested that the excise tax rates during their study period would have had to be doubled to reach the optimal level.

Another potential explanation comes from the distinction between alcohol-related and non–alcohol-related traffic fatalities. Thus, studies that do not separate alcohol-related fatal crashes from non–alcohol-related crashes may come to different conclusions than studies that do make this distinction (Elder et al. 2010; Fell et al. 2009; Miron et al. 2008).

There are different levels of substance abuse treatment ranging from highly intensive to minimally intensive. Each of these activities–raising the excise tax, raising the legal age, channeling purchases to particular sites such as liquor stores, or eliminating vending machines–have all had measurable effects on consumption of cigarettes and alcohol. In the extreme, alcohol consumption was dramatically lower during prohibition. More recently, alcohol consumption declined when the legal drinking age was raised from 18 to 21. Adolescent smoking is now at a 10-year low, in part due to the dramatic increase in the price of cigarettes.(14) However, teenagers are still able to obtain substances that are illegal for them to purchase.

Advertising directed at encouraging underage smoking was more effective than the counter-advertising and the restrictions imposed on the sale of cigarettes. Only in the last few years, when cigarette advertising was significantly curtailed, has the trend in underage smoking begun to follow the smoking trends among adults (see Figure 3). This is in part a response to the ban on direct advertising, but it is also in conjunction with increased and concerted school and community-based efforts to discourage adolescents from smoking as well as higher prices for cigarettes. An inverse relationship also has been identified between beer taxes and abortion rates among teenagers (Sen 2003). This observation has been confirmed by individual-level data from the Youth Risk Behavior Surveys, which demonstrated that increases in beer taxes promoted the use of condoms and other birth-control methods among teenagers (Grossman and Markowitz 2005).
